Kaptama Ward, Mt. Elgon Constituency — As the race toward the 2027 General Election begins to take shape, aspiring Member of County Assembly (MCA) for Kaptama Ward, Elly Cherenje, has officially outlined his development agenda aimed at transforming livelihoods across the ward.
Cherenje, who is positioning himself as a proponent of servant leadership, has articulated a bold yet practical vision: “A community where every family has access to clean water, good roads, quality healthcare, education, and skills that create jobs.” His campaign centers on delivering development that directly impacts households and uplifts every corner of the ward.
Focus on Water Access
At the core of Cherenje’s agenda is a commitment to ensuring reliable access to clean and safe water for all residents.
He has pledged to expand water infrastructure to underserved villages, addressing a persistent challenge that affects both health and daily living.
In addition, Cherenje plans to support water access for agricultural use, a move aimed at strengthening food security and empowering local farmers through irrigation and sustainable water supply systems.
Improving Road Networks
Cherenje has also prioritized infrastructure development, particularly road connectivity. His plan includes opening new access roads to link communities with markets, schools, and healthcare facilities.

He further proposes grading and maintaining existing roads to all-weather standards, ensuring smooth movement of people and goods throughout the year, regardless of seasonal conditions.
Revamping Healthcare Services
Healthcare reform features prominently in Cherenje’s blueprint. He has committed to restoring Kaptama Level 4 Hospital to full operational status by ensuring adequate staffing, essential drugs, and modern equipment.
Beyond the main hospital, Cherenje aims to upgrade dispensaries across the ward to bring healthcare services closer to residents.
He has also proposed the provision of at least two ambulances to improve emergency response and referral services.
Strengthening Education
In the education sector, Cherenje has pledged to invest in Early Childhood Development (ECD) by constructing modern classrooms that meet Ministry of Education standards.
He plans to equip schools with essential facilities such as desks, learning materials, sanitation infrastructure, and clean water, creating a conducive and dignified learning environment for all children.
Youth Empowerment Through Skills Development
To address unemployment among young people, Cherenje is advocating for strengthened technical and vocational training.
He has proposed upgrading Kiptiroko Polytechnic with improved facilities and expanded course offerings to attract more learners.
Targeting Form Four leavers and other youth, Cherenje intends to sponsor at least 15 youths annually to pursue technical courses, equipping them with practical skills for employment and entrepreneurship.
Rallying Call for Unity
Framing his campaign as a collective mission, Cherenje is calling on residents to unite behind a shared vision for progress. With slogans such as “Sisi ni wengi” and “Sisi ni nguvu”, his message emphasizes the power of community in driving meaningful change.
“Together, we can build a ward that works for everyone,” Cherenje stated, reinforcing his commitment to inclusive and impactful development.
